WHY A RESOURCE PACK?

As local area Youth Councils continue their efforts to provide year-round programs and services to youth, we are sharing with you a sample who-does-what resource pack. The Workforce Investment Act requires that local areas provide all 10 program elements and 3 program design priorities described below. Therefore, a matrix included in this resource pack shows how programs in your community, from a broad range of state agencies, address the 10 elements and 3 WIA program design priorities. Locations of current programs are identified, as is the method of funding.

The right mix and combination of programs and services will depend on the needs of each local area's youth and its economy, as well as its resources. Be creative and customize! The future is in your hands!

PROGRAM DESIGN PRIORITIES

  1. Assessment – of each eligible youth for academic, occupational and service needs.
  2. Individual Service Strategy – with a career goal for each eligible youth.
  3. Preparation for post-secondary opportunities – academic and occupational learning and employment links to local job market.

PROGRAM ELEMENTS

  1. Tutoring and study skills leading to secondary school completion.
  2. Alternative school settings.
  3. Summer employment linked to academic and occupational learning.
  4. Paid and unpaid work experiences, i.e., internship, job shadowing.
  5. Occupational skill training.
  6. Leadership development opportunities, i.e., Secretary's Commission on Achieving Necessary Skills (SCANS): teamwork, decision-making, positive social behavior.
  7. Supportive services, i.e., childcare, transportation.
  8. Adult mentoring for at least twelve months.
  9. Follow-up services for twelve months.
  10. Comprehensive guidance and counseling, i.e., drug and alcohol abuse, pregnancy.
