• JobCentral National Labor Exchange is a service of DirectEmployers Association, Inc. (DEA), a nonprofit consortium of leading U.S. corporations, in alliance with the National Association of State Workforce Agencies (NASWA).

• New York State (NYS) has entered into a state participation agreement with DEA to participate in JobCentral. To date, 43 states have signed a JobCentral participation agreement, which represents more than participated in AJB. The state participation agreement offers a menu of free services including uploading jobs to JobCentral and down-loading jobs from JobCentral into the state job bank. Some states have opted to only upload jobs to JobCentral and not to download jobs or vice versa. New York State is implementing a two way exchange of data (both uploading and downloading) effective April 7, 2008.

• JobCentral is supported by DEA member fees. DEA currently has approximately 375 member companies that pay a $15,000 annual membership fee to support DEA services including JobCentral. Member companies pay one fee to access all DEA services, including Job Central. Non-member businesses are charged a fee (currently $25 for 30 days) to post a job directly on JobCentral.

• JobCentral uses an "indexing" process to identify links to jobs on corporate websites. Job seekers who click on a job title on the search results page are taken directly to the job listing on the corporate website. All job openings listed on DEA member corporate websites are “indexed” to JobCentral. This insures that these corporate indexed listings are kept up-to-date directly from the corporate source. DEA does not allow job listings to be brought into JobCentral from private job boards and/or other secondary sources of jobs.

• One of the free services offered to states by JobCentral is the indexing of state identified employer sites. If an employer has a company website which currently includes all of their available job openings, an effective way for the employer to post the jobs with NYS is to index the jobs through JobCentral. This indexing is free and requires no work on the part of the employer. This is an alternative to the AJE PI Batch process which does require substantial upfront work on the part of the employer.

• JobCentral job listings downloaded into OSOS have no contact information other than a URL linking back to the original corporate website that was the source of the indexed job.

• The download of jobs from JobCentral to NYS is facilitated by NaviSite and linked to the OSOS/AJE data exchange process. DEA and NaviSite have entered into a signed agreement to facilitate the data exchange of JobCentral jobs for the OSOS states. The JobCentral download file is provided by DEA to NaviSite. NaviSite matches the JobCentral file against the AJE file and eliminates (to the extent possible) duplicate job listings. A combined data file of NYSJE and JobCentral jobs is created including the assignment of unique Origination IDs and the combined file is then downloaded into OSOS.

• In addition to JobCentral, DEA has established VetCentral, which offers employers a solution to federal contractor job posting requirements. Attached is an excerpt pulled from the JobCentral website explaining the VetCentral process:

  DEA has partnered with industry experts to create VetCentral a new web-based application. This unique web-based application acts as a distribution center for federal contractor jobs by “pushing” them to the appropriate employment service delivery system and maintains the necessary records on each transaction. This provides a cost-effective compliance solution for DEA member companies.

  VetCentral sends, through daily emails, job listings directly to the nearest of the more than 2,200 Disabled Veterans Outreach Program specialist (DVOP), Local Veterans Employment Representative (LVER), local employment service office (if it exists), or a One Stop Career Center if it contains an integral employment service component funded under Wagner-Peyser Act where they are “actionable.” VetCentral also provides required compliance reporting capabilities for participating employers as needed for OFCCP audit purposes.
