Welcome: Chairman Calo opened the meeting welcoming Preston Pulliams, Vice Chancellor for Community Colleges, to the Board. Wayne Diesel was acknowledged for his contributions to the Board in representing SUNY/Educational issues.
WIA Annual Report for Program Year 2001
- Review WIA report findings (NYSDOL): Maggie Moree gave a presentation (www.workforcenewyork.org/swib/swib116agendaatt3_files/frame.htm) on the WIA System Report Objectives and Local System Highlights as well as, the WIA Title IB required performance measures. This is a draft report and allows for local area comment/modifications. The final version will be placed on the www.workforcenewyork.org website. This year's report provides data on each LWIA outside of the required WIA Title IB elements in order to provide a broader picture of the local area one stop system.
The State Board discussed how the Annual Report supports the State’s the federal appropriation and reauthorization strategy, as well as how this fits into the work of the System Integration and Indicators Subcommittee?
- Review of WIA Title II and IV annual report findings (NYSED) Executive Deputy Commissioner Kadamus gave a presentation on the WIA Title II and IV annual report findings www.workforcenewyork.org/swib/swib116agendaatt2_files/frame.htm. He noted that there our driving forces influencing education/vocational rehabilitation for the future. Federal accountability systems are being established under the No Child Left Behind initiative. There are also an unprecedented number of federal programs being re-authorized at the same time.
The Board asked how this information could be disseminated to the Local Boards and the business community to support their planning for WIA/workforce strategies. It was recommended that this also be sent to the local school boards.
- Data relevance and integration: how should Local Boards aggregate information of value to measuring the system's impact
Board discussed the need to ensure that, although there is a lot of data available, the data is relevant to the State/Local Boards so that they are able to use the data to make good policy decisions. It is important to strengthen the communication between the Local and State Board to provide useful and meaningful system information.
Commissioner Angello introduced the “swipe card” approach to track services within the local area.
It was proposed and approved by the Board that NYSDOL would pursue securing and utilization of a swipe card system.
Subcommittee Report Out
- Incumbent/Transitional Worker Subcommittee: Paul Cole referred to the Report www.workforcenewyork.org/swib/iwtwminutes116.htm that highlighted the two subcommittees’ discussions from the meeting held that morning.
- Discussion around the Worker Readiness Credential through National Institute for Literacy and the Equipped for the Future Initiative. This was an update on the Initiative that has previously been approved by the Board. Presentation of the NIFL project www.workforcenewyork.org/swib/iwtw116agendaatt_files/frame.htm was handed out. This project will allow NYS to help shape the national credential that is a result of this initiative.
Discussion on realigning the Subcommittees of the Board: It was recommended and approved that Skills Standards/Assessment/Credentials Subcommittee and System Integration Subcommittee will replace the current Incumbent and Transitional Worker Subcommittees. NYSDOL, as staff to the Board, will poll members for committee membership.
- Emerging Worker Subcommittee: Gerry Pierce gave a report from the meeting held that morning www.workforcenewyork.org/swib/ewsminutes116.htm The Hudson Valley Regional Business Forum Report/overview was presented by Board member Scott Hoffman.
The Subcommittee is soliciting feedback from the Hudson Valley forum. Once this is received/evaluated, the Subcommittee will decide if they will replicate in other areas of the state. Report from the Consultant will be presented at the March SWIB meeting.
WIA Reauthorization and Federal Budget Issues
- Briefing on what is going on in Congress with federal legislation www.workforcenewyork.org/swib/ewsminutes116.htm. In addition, to those listed on the handout, it was noted that the Vocational Rehabilitation legislation is also up this year for reauthorization.
